That's the blower for the heater. I believe the heater core is also mounted down there somewhere, too.

thanks fellas....where does it draw heat from...is it electric? or does it somehow get heat from the engine ??
It is not electric. It takes hot water/antifreeze from you engine block and passes it through a "heater core", which is really another little radiator. Check out the hoses in the picture below. From Matt's site: http://www.harwoodperformance.bizland.com/1941buick/
Underseat Heater It helped to get heat into the rear portion of the car, before the advent of powerful heater fans and squirrel cage blowers ! :Smarty: :TU:
Not to mention when a heater core leaked you did not have a mess like you do on newer cars. Lots of hose in those old buggers.
