   so what does his ring connect to?
   Does it go in the side as pictured? Or the other side of cable

   The ends of that “ring” hook into the end of the remote cable housing to hold it in place.

   You want the mirror to respond to the toggle in the correct way. The end of that ring hook into the housing to keep it in place. It is possible to install the cable upside down so the mirror adjusts in the opposite direction to how you move the toggle.
