Should the secondary throttle shaft move freely?

    I'm rebuilding my carter AFB (4055s) from a 340c.i. engine from my 1966 Buick LeSabre convertible.

    The secondary throttle shaft is real tight, and doesn't move freely. All the polishing hasn't made a difference, so before I get a bit more serious I wanted to make sure that it's SUPPOSED to move freely, like the primary throttle shaft does.

    This seems to be the case for everywhere else I have looked and all documentation I can find, but given that it's going to require a grinder or some such:

    Can anyone confirm that both throttle shafts should turn freely?

    There is a "lockout" feature on the linkage that prevents the secondaries from opening if the choke is on...other than that the shaft should turn freely.

    I just finished rebuilding the carb and they all move freely now, it was a real mess. Much happier now. :)
