E brake cable was able to be extended, there was enough extra to get it there. As far as the mounting of the caliper, what I should have said was that's a better placement to avoid this issue of the frame bumping braking equipment. After some reading online it was suggested that rear placement of the caliper on a rear-wheel drive vehicle does provide some degree of better stopping power. I'm guessing it's extremely minimal, I would mainly prefer that my brakes stop bursting open
