Power steering trouble

My power steering on my 72 Lark is nearly inoperable and making lots of whining noises, like me, I have foam coming out the vent hole in the cap like it's not pumping. but when I take the pump off and spin the pully by hand it shoots a stream about six or seven feet with no air in it. Any ideas, is it the pump or the box, is it possible that the pump is OK and the box is not? O, also when the motor is idleing the steering wheel is wiggling back and forth.

    HELP!

Tighten the belt first. Wobbly wheel indicates slipping belt if I'm not mistaken. Often it's the belt you hear squealing, too.

Sounds like the relif valve in the pump is bad.......

I can take the relief valve out of the pump I just got and try that, it's under the fitting where the high pressure hose goes, correct.

    3shields Let's go, MOUNTAINEERS!!!

I tried changing the relief valve, then the pump, and finally had to put another steering box on mine to get it right.
