Help! New distributor, dwell at 30 timing at 4 degrees btdc. New cap, new rotor. New coil, 4.5 on run 9.5 on crank. Wire connections clean and new. Drove amazing, a little hard starting but once going so smooth. Up hills, on the highway, perfect! Idled poorly and took about 8 seconds of cranking to start. What am I missing?

Why so little initial timing? What's the vacuum reading? And what's the actual issue? The title says no spark but the post seems to infer the car runs albeit poorly,?

The Buick repair manual says 4 degrees. But that’s not the issue. New coil, 4.5 volts on run, 9.5 on crank but no spark.

Measure the resistance in the coil.

I'll make it easy for you. Here is a Buick troubleshooting guide out of the dealer service manual. Simple flow chart

So now the car won’t even start. No spark. Cranks fine, plenty of fuel. I have it hooked to a charger while cranking so not to run the battery down.

You should have an answer in short order. If you don't understand the tests, let me know and I'll explain them to you

The initial timing specs only apply if the engine still has the same distributor it left the factory with. What year is the car? What engine? Have you checked and set the point gap? How do you know the Dwell if the engine doesn't run? What have you done to the engine SINCE the last time the engine ran?

Where are you measuring the voltage?

Test light is your friend here, will save you a lot of trouble and possibly a missed diagnois or confusion with voltage readings.

Simply ground the clamp of your test light onto the battery ground, and probe the negative side of the coil.

As it cranks, you should get a definite on and off flash of the light. A slight wavering/flickering of the light is normal, as the starter drops the system voltage while cranking.

Your looking for a definite on and off flash.

That on and off flash is created by the points opening, and breaking the primary ignition circuit. As the points create an open circuit, and the voltage at the negative terminal is now looking for a path to ground, and that path is thru the test light.

If no flash, then manually inspect the points to insure they are opening

Start there, test takes about 30 seconds.

No light sends you in another direction, but let's not muddy the waters right yet.

I will also mention that in reading your description, it sounded like your missing the resistor bypass lead from the starter R terminal. That lead gets hot when the solenoid is engauged, and it feeds direct system voltage to the positive side of the coil, for easier staring when the engine is hot.
