If you're on a budget just go for a stock rebuild and then set up the rear end to handle the torque.

If you can throw a little $$$ at performance then work on the heads, they are the worst problem.

First thing is you have to decide how much you want to spend or can spend then that will help youdecide what to do. Are you doing all the work yourself or are you paying sumone that can really limit you to what you can do. Have you taken the motor apart yet?

    alec296 i need another buick

if your doing yourself look on this board and trishield performances website
for oil system modifications as they will help your motor last
if your on a budget and you wipe a bearing/rod out you will be more dissapointed as that will be even more costly
do it slowly ,do it right ,take your time
.my opinion is do the bottom end of the engine with
your money and the top end can be done as needed
i see alot of "budget" builds on here and when i started myself
you cut corners and you could end up with junk or with out the performance you wanted. i spent big money on parts from here and there
and didnt get it to work right
also you might want to confirm that 400 trans as the 83 regal/307 never cam with a 400 trans,350/200metric/200 4r only factory possabilitys
its very possible you will have to spend some mone on a trans/convertor
    and rear end build up.
also a dual exhaust crossmember (about $250-300) with extension
not to mention frame pads/engine mounts with a custom intall (drill and level)
all that said i suggest you find a running engine if funds are that limited
