    Stupid question #1-

Do did remove the dash pad right?

Normally, you dont need to remove the instrument cluster to remove the headlight switch.

No i didnt attempt to remove the dash panel because on my 70 skylark i use to own i could take panel off via instrument. And i took the headlight switch knob off and cant not take the rest off! So if i take dash panel off then i should be able to remove the rest

The dash pad has to come off in both cases. Even on a Skylark. Not sure how you removed it without taking the pad off.

I would highly recommend that you get a Buick service manual for your year Riviera. In the manual, it has a nice diagram and the procedures involved in removing the cluster.

In order to remove the pad, you need to remove the glovebox and take the four nuts off and the four screws that hold the pad on. Once the pad is removed, it will expose the two screws that are hidden that hold the cluster to the metal dash.

Be careful. Plastic only gives so much.

If your just removing the headlight switch, its not necessary to pull the whole instrument cluster bezel, that's a P.I.T.A. job !
Remove the switch knob, take off the nut holding the switch to the panel, and the switch should pull out of the rear of the panel. There is also a grounding washer that clamps between the switch and the metal dash - make sure it is replaced during assembly. The Riviera headlight switch also has two vacumm hoses attached that actuate the headlamps. Its a pretty confined area to work in, but it can be done. Taking the dash pad off may help, to complete the job a little easier. As Jason stated the '68 shop manual is loaded with info for removing the dash pad, and info on the Riviera vacumm headlight system, or anything else you want to know about the car ! :TU:
