69 power top speed

any suggestions on what could be causing no lift on a 69 buick electra... slow retraction but when i try to raise it to close i only hear the motor turning but it seems like its not enough power to lift it, what can i check

 

I would first check fluid level in unit, if full try to bleed the system or check for broken line. If top comes up slowly it probably fluid or bleeding that would help. I have done it but its been many years ago and my top still goes up easy.

Also wd-40 the lift cylinder pistons and all the frame hinges.
