350 oiling issue or not?

I have a fresh rebuilt unfired 1975 350, it was a older performance build that I had freshend up. They replaced the Kenne Bell camshaft due to a pit in one of the lobes but everything else looked excellent. So the engine has new cam/lifters/springs/chain (comp cams) besides the normal rebuild.
My issue I am having is while priming the oiling system I get 60 pounds of oil pressure but I am not getting any oil out the top of the push rods to the top end. They are telling me not to worry about, it is because the drill is not turning fast enough to push the oil all the way to the top. I don't want to hit the key and fire this engine up and run the RPM's up to break the cam in without know for sure that the drill is the problem not something they left out or did wrong. Any suggestions or am I just worring way too much?

I recently had the same issue, trying rotating the engine and still got no oil at the rocker arms. Had pressure to a gauge that we temporarily connected directly to the engine, and when started everything was normal. Oil to the top end appeared as soon as the engine started.

For oil to get to the top of the pushrods, it first has to get into the lifters, then up through the cup to the hollow pushrod, and then up the length of the pushrod through the small hole in the rocker. Cold oil will not do that readily. Start the engine, it will be OK if you are getting pressure when you prime it.
