Okay, friends..... after looking and searching this afternoon and not finding anything of value..... I need some advise, my original VIN plate was attached with the plate on the inside of the brackets see the photo. The donor car dash I am going to us the VIN tag is mounted below the brackets. My question is what was proper and how should I reinstall the tag??? or should I cut and weld in the original tag??

What you are asking is technically ILLEGAL. VIN is also located on several other locations, beside the actual VIN tag. The frame, for one instance.

Technically, rust repair is illegal in most states.

By law, u must retain/install the original vin tag.

Which is also illegal! Personally, I would get the FBI involved. You cant take any chances in these situations

Get a grip folks... I mean seriously..

I have seen it both ways, I would replace the VIN tag in your new dash piece exactly the way you found it in the original piece.

That's the correct way for YOUR car, because that is how it was done on your car.

The rivets are available out of Russia via Ebay and even in Hemmings Books, you own the car thats receiving the new metal dont worry about it

Simple they ship the whole car to "Just Dashes" where a miraculous repair takes place that is done behind closed doors and supervised by a DMV representative from all 50 states , sounds like one of the Skittle commercials doesn't it
