Yep, that is what it is--it is called "Rust Encapsulator" and is sold by Eastwood. I used it on my '65 Special in the floor when I did it the same way and it works great. I of course used it after sandblasting, but everyone else I know that has used it over surface rust said that it stops the rust from growing. It looks a little extra orange in the picture because of the flash--it is actually a burnt orange color!
