Man Charged In Connection With Officer's Death
    Memorial Service Planned For Foster

    UPDATED: 5:09 PM EST December 6, 2004

COLUMBUS, Ohio -- The man accused of driving a vehicle that killed a Columbus police officer early Saturday was charged on Monday with vehicular homicide.

    Jacob Harper

Jacob Harper is being guarded at Grant Medical Center and was in fair condition, NBC 4's Erin Tate reported. He will be in custody at the Franklin County Jail when he is released from the hospital.

Officer Melissa M. Foster, a seven-year veteran with the Columbus Division of Police, was killed in the line of duty.

Authorities said Foster, 35, was responding to a call at 1 a.m. when a truck, allegedly driven by Harper, crossed the centerline and hit her cruiser. Foster was transported by helicopter to Grant Medical Center, where she died.

The accident happened on Gender Road, on the city's southeast side, NBC 4 reported. Foster was responding to a call about a prowler and was following another cruiser. Officials said the first cruiser swerved to miss the oncoming truck before it hit Foster's vehicle. Foster was not using the lights and sirens on her cruiser, officials said.

Authorities said that they believed Harper was drinking when the crash occurred.

Harper, 32, had been previously convicted of drunken driving and spent some time in prison for the shooting death of his stepfather, Tate reported.

Harper refused a blood and urine test in the hours that followed the crash that took Foster's life, NBC 4's Natalie Walston reported.

    Officer Melissa Foster

"She was a very good police officer who wanted to and enjoyed helping the people of Columbus and she was extremely proud as was her family to be a Columbus police officer," according to a statement released Monday by Tom Hickey, the father of Foster's son. "Above all else however is that she loved her children more than anything in the world and that love doesn't change or diminish with the tragic events of Dec. 4, 2004."

The Columbus Division of Police will hold a public memorial service for Foster on Tuesday at 11 a.m. at the Central College Presbyterian Church, located at 975 S. Sunbury Road in Westerville.

Following the memorial service, Foster will be transported back to her hometown of Greenville, Mich., where traditional funeral and committal services are scheduled for Wednesday and Thursday.

Foster is survived her parents, Keith and Susan Foster; her daughter, Elaine Foster-Thornton; her son Owen Keith Foster-Hickey; sisters and brothers; her grandmother and great grandmother.

A fund has been established to help Foster's two children. Donations may be made at the Fifth-Third Bank, located at 2336 Stringtown Rd. in Grove City.

My wife is a police officer and it really saddens me when I read these articles. Although the chances of being killed in the line of duty are relatively small, they still exist and are much higher then alot of other professions. I must admit that if I start to think about it I do find myself worrying from time to time.

God bless Officer Foster, she is in a better place. I will say a prayer for her two children who will saddly grow up without a mother, thanks to a drunk ***hole. :(

My heart goes out to the Family and the Force.

I am privileged to serve on the board of directors of the following fund:

The following is an excerpt from the father of Officer Daniel Boyle:

My name is Patrick Boyle; I am a thirty-five year veteran of the Philadelphia Police Department. My son, Daniel Boyle, followed in my footsteps into the Police Department in February 1990. On February 4, 1991, Dan was working the 12:00am to 8:00am shift. At about 2:40am, Danny stopped the operator of a stolen vehicle, the perpetrator jumped from the auto and began firing at least 15 shots at him, one of those bullets struck Danny in the right temple. Danny died of his wounds on February 6, 1991. He was 21 years old.

The Officer Daniel Boyle Scholarship Fund was established at Dan's Alma Mater, Archbishop Ryan High School, in order to keep Dan's memory alive and to assist as many families as possible in the education of their children. To date, the fund has been successful in assisting over 220 students with their tuition payments. The fund is based on the financial need of any family, without regard to race, religion, or natural origin. This year, we have expanded the number of schools that we can assist. Included with Archbishop Ryan High School are, Monsignor Bonner, Cardinal O'Hara, Cardinal Brennan and Roman Catholic High Schools.

May God be with all those who have died in the line of duty.

Hearing that and reading that is just the worse. About a month or so ago, a drunk driver hit two kids across the street from my house. It was a drunk driver one kid died the other went to the hospital in a coma. He is out now and doing somewhat better I know that kid's mother. Anybody who lives in NYC should know about this accident it was in all the papers and was on tv several times. The kid who died was named Vasean and the kid who Survivor his named Angel.

I Have contributed to the Danny Boyle Fund over the years in Many ways, I have A Shirt that I bought,I have riden in a few Bike Rides, and Stuffed a few jars with money in his memory! Danny Boyle was killed in cold blood and his Killer is still alive and gaining support from all over the place i.e. Movie Stars, Free Legal advice, and the Things that really gets me mad is the fund rasiers for his defense! :af: He is a stone cold killer! Officer Boyle never had a chance! He was cut down way to young,I Think that anyone that kills a Police Officer should get the Death penalty ASAP After their trial and not years of appeals! The Family does not get a chance to appeal to get their loved one back.
