It all started when my passenger rear turn signal light went out. When I went to replace the bulb the socket was all melted and charred. I bought a new socket and bulb and realized that the turn signal works when the lights are not on. When the lights are on just the passenger side rear tail light doesn't work. I don't know what to do and need help before I get a ticket.

Park it. If the socket was melted, you probably have a short. You'll want to find and fix it before something catches fire.
Start by tracing the wires from the socket as far as you can, making sure the insulation is good and nothing is being touched by another wire or touching the metal of the car.

What kind of car is it?

You should blow a fuse if you have a direct short, but obviously something went really wrong to melt a socket. You should trace those wires as Truzi said and look for some kind of homemade splice. Something is definitely not right.

You can jump the taillight wires from one side to the other to get it to work if you have to drive it.

sounds like your passenger side ground aint working.

when your parking lights are off, your blinker bulb is finding an "alternate" ground path back through the (off) parking light filiment/circuit.

when your parking lights are ON, by that socket not having a ground, the passenger parking light dont come on. PLUS!! at the same time when you try to use the blinker, the blinker bulb no longer has its "alternate" ground because there is voltage present from the parking light wire and 2 equal positives dont make a circuit.

you said that blinker works with the key "off" but i bet only with the parking lights "on" .. same alternate ground/power thingy.

as for the melting, were any of the wires melted or just the socket housing?
when was the last time you ever saw that socket housing not metled?

    what car is this on?
