Are you down to where there is a circular plate that fills the column opening and is being pressed upwards by a spring? If so, you should be able to depress it slighly and feel the spring pressure to its underside.

i took off the bottom cover, didnt seem like it uncovered much. and i took off the center of the steering wheel, the part you push in to sound the horn. there was a large nut in the center, but i didnt attempt to remove it. i assume that would allow the steering wheel to be removed, but i didnt want to mess around with that. but maybe thats what needs to be done to reach the turn signal lever mounting?

That is correct. Mark it so there is no debate about the orientation for putting it back. You will likely have to rent a wheel puller if you do not have one. Autozone lets you have one for just a deposit. You will likely need their retainng ring tool for the next step after the wheel. It looks like a tuning fork with a jack screw in the middle.

what does the wheel puller do? and am i gonna take a ratchet to the nut in the center? and what will the retaining ring tool do? sorry for all the questions, but i've never attempted this before. thank you very much for your help.

On a '66 there is no retainer ring.

Tom would know the 66 so after the wheel you may be where you need to be. The puller is used to get the wheel off the splines. It may be tight and you do not want to tug on or stress your rim as you may crack it.

The rim is the circular ring that you grip and turn with your hands to steer the car. The splines are the fine grooves in the hub and on the end of the shaft that mate the steering wheel hub to the steering shaft.
