To replace the flat ribbon cable assembly in the colume you have to remove all the connector pins from the lower connector and slide the flat ribbon cable down the colume after the old unit is removed. Tape all the pins together so they will slide down the colume without getting hung up, or damaged. Mark the wire colors, and pin locations in the lower connector housing, so the proper connections can be made to the lower connector after the replacement flat ribbon cable is installed. There is also a seperate connector for the cornering lamp option.
To remove the old flat ribbon cable assembly, the same process applies, remove connector pins from the lower connector and simply pull the old flat ribbon cable up the channel, or you can simply cut off the connector to remove the flat ribbon cable assembly, but connector pin removal on the old unit is good practice before working on the new replacement assembly ! The horn, and steering wheel must also be removed, along with all the turn signal switch attaching parts in the upper portion of the colume housing. :TU:

Yeah,...the 66 is unique in that it's the only year Buick used that set-up. I have no idea how to help, except that I once took one of those columns apart for the electrical switch before realizing that it was unnecessary. The switch is actually located low on the column and the turn signals are activated by a cable like you said. I imagine it might take some interesting fiddling with a coat hanger and a column that is 3/4 taken apart. Wear safety glasses and try not to drink too much while attempting this...in the meantime, I'll check the 66 service manual for any insight...
