Tony, Our seatbelts didn't get factory seatbelts in the back in '64. If I am not mistaken 64 was the first year front seatbelts weren't an option. Regardless, www.andoverrestraints.com carries belts they are sized correctly for a rear seat application and blend pretty good, such as the picture below: There are plenty of 70's and 80's GM products that came with brown or tan colored seat belts that could work in the back seat. The color will be correct, but the buckle will not look at home for '64. Those are available at junkyards.
If you can post a picture of the buckles on your front belts and show the color, I may be able to help you. There were two different syles of buckles in '64--the early models had the same style as '63
Does this look close to the color of yours? They are a copper/bronze color. All I have is what you see in the picture--I don't have the other side of the belts with the male buckle on them. These are NOS leftover from a recall they did in '63--they sent these to the dealers because of a defect in the buckle. These never got used. They can be yours for $50 if you like!

Keep in mind that you are only part of the way there with these--you still need the other half of the belts that has the male buckle on them. One good thing though is that they are the same with the different style female buckles, so they should be easier to find. I think I have some I could sell you cheap, but they are the light gold/fawn color, not the copper/bronze color like these are.
