what are the rules on driveshaft loops, material (metal&bolts) and location?

I think it's 12.99 or quicker that require loops. No more than 6" behind the front u-joint. Those I've seen are 1/8 or 1/4" steel with grade 8 bolts. The best I've seen for fit and ease of install are the Metco units. They only fit one way and tuck in nicely against the floor supports.

does it matter where you bolt it up to?

Bolt it up to the floor pan.
I like the Metco also, but I was in a hurry and had to go with a universal(ly fits nothing) loop. Luckily Rick had the tools to modify it to fit pretty well in my car. We actually had to drill one more set of holes to make it fit.
Get Metco if you're serious about it.
Regarding rules, if you're running slicks or DOT slicks (Quick Time Pros), your local track may require one.

i got a universal, and i am already having to cut it and probally drill new holes, i thought this was going to be alot easier, but thats how that goes, for now its probally just going to get mounted to the floor pan, this will be OK with the rules correct? i want to see what i can get the time down to with slicks this year before the engine comes apart this winter thanks for all your help

    Yep, floor pan is fine.
Maybe I can get a chance to take a picture of how mine bolted up this weekend.

The battle with the universals is between hitting the floor pan and having it hang too low. We ended up making a new hole higher up towards the bend in the L brackets. We couldn't quite space it the same distance, so our loop ends aren't meshed together at the ends.

The time break is 13.99 and quicker. They don't look too hard under street tire cars, but if you have stickys on, they will definately look!
