It’s almost a 13 second Riviera, I just need a cooler day. Very high 13s is totally fine for me. Especially right now in my life.

What should my next steps be when modifying this car for the future?

Should I focus on putting new floor pans in? Cause the rears are showing their age.
Finally buy and learn how to do a headliner?
Buff and wax the current paint to get the most out of it?
Collect the small and rare interior parts and totally redo the interior?
    What should I do?

Buff and wax it for now, so you can get something completely done in a day. Search for those interior parts in your spare time, why put off that buff and wax to focus on surfing on the internet? Headliner and floorpans when it's down season, don't incapacitate your car during prime driving weather.....

Door skins are the sheet metal on the outside. Interior door panels are what you removed from the inside that are usually vinyl.

Ahh then the interior door panels need work.

You need to take down that surface rust, treat it, then add a coat. That will only get worse in your area with the mcgillicutty's

Do they make floor pans for second gen rivs?

If you are going to tackle that, might as well do the interior over while you are there. I followed your engine thread and was impressed with your commitment to dive right in and learn as you go. If I were you, I would start collecting the interior stuff now to stock up for winter and then dive right in, starting with pan replacement. Do you have experience welding?

Enjoy the car the rest of the summer, you worked so hard to get it back on the road!

If you're not driving it in bad weather the rust will grow very slowly. I'd tell you to wait until you have the time and parts to cut it up. Otherwise you may lose a year gathering parts and money to do it. Rust never sleeps but if the car passes inspection and you can live with it then don't tear your hair out trying to fix it. That kind of project can drown your car and kill your motivation and budget. I'd wait as long as possible.

I'd shop for parts casually and keep making it faster.
