Need some advice about a '66 Special 4-door

There is a '66 4-door Special Deluxe for sale locally and I'm not sure what the market is like for these, (4-door in particular)
He wants $700 for it and it runs strong. Needs brake work (no prob) and wheels/tires. The body is very straight but does have some rust starting in the lower quarters. The entire car (including most of the trim :puzzled:) is primered and I couldn't find any bondo or evidence of body work.
The interior is garbage but complete. The floor boards don't have rust (this was an Eastern Montana car), the bumpers look good and the grille and headlight bezels are in great shape. The stock hub caps are in the trunk and in good shape. The trunk has lots of surface rust but no holes. It has a 300-2bbl ST300 with the stock spiral shocks still. It has the radio block-out plate (never seen one of those). He said some old guy owned it and gave it to him for payment.

My intention was to pick it up, replace the carpet and cover the bench seats with some nice looking covers (yuck), do a bunch of cleaning, get it running smooth and sell it for a profit. He has it listed for $700, I offered him $200 but he insists on $400, if he keeps the aluminum wheels. I may go as high as $300 but I wanted to hear from you guys what I could expect to get out of this car if I did buy it and tried to sell it after I clean her up real purdy like, (but still primered.) The exterior paint code is WW. The primer is coming off in places and the silverish blue color looks fine. Don't know why it was poofed can primered. :Do No:

I don't have a digital camera and pictures may not be ready in time. Should I buy it to clean up and resell for a profit? Is it worth the effort? Or I could buy it and part it out but are the parts worth it? How high should I reasonably go? This car is in very restorable condition and would make a great daily driver, but it's a 4-door and I don't know the value of these cars. If it were a 2-door I would have already bought it :Brow:
Questions questions....I would appreciate any advice!

    Thank you!

Its probably best suited as an low-budget local driver or back-up vehicle.

But, don't see where its worth more than a few hundred, especially in primer. I wouldn't buy it as an investment for resale.
