Front brakes are rubbing, something I can easily fix?

    the centurion has always been needing a bit of gas while going down hill. It doesn't want to free roll; I thought it could have something to do with back pressure on the engine. But since I got the Riv; which rolls like marble downhill I thought I would have to have a look at the brakes on the Centurion. The front brakes are holding the wheels a bit at all times, is this something I can adjust, or is it something that is a bit more tricky to do, and you should have proper tools for and so forth. It has disc brakes, should I get a picture and maybe someone could point out what needs to be done?

    make sure to lube the guides well.
    how old are the lines? i've heard when the line deteriorates sometimes they will have an inner portion of the rubber release and work as a check valve within the line.
