While re-doing the interior seam sealers on my 67 Skylark vert I needed to remove the front kickpanels. I looked up the Fisher book to see how to remove the panel. The book indicates that A,B,C,D,E body styles all used the same method - 2 screws on the outside of the vent grille and one screw on pillar. But, that turned out to be incorrect. The panel is held on by 5 screws under the vent grill and a clip on the pillar. Actually, this turns out be closer to what was shown for the X & Z bodies, but not exactly either. Are these accuracy issues common? On the drivers side, while I was able to remove the screws and loosen the panel, the e-brake gets in the way and it seems like I would need to remove the e-brake pedal to remove the panel. There are many mistales in factory lit. No...you shouldn't have to remove the e brake assembly to remove the vent panel, though it will make it easier. Try depressing the brake for clearance, try swivel sockets or ball type extension. You can use an ignition wrench just to get that one out. Those screws can be tuff, they sink in to the panel + have shallow heads. You should be able to get at it.
I did get the screw out. They were a pain -- for the reasons you mentioned. But, struggled with trying to squeez past the pedal. Will try again.
If you can't get it, there are 2 nuts through the firewall + 1 bolt through the dash to remove the brake. You can just let it hang after that.
