It looks to be correct stock for a 70-72 skylark/GS. Screw holes aren't in the right place. It should have been covered with a wood-grain sticker instead of grandma's knitting project.
There was supposedly a Needlepoint Club at some of the factories from what I heard....they'd meet at lunch and come up with these sorts of things to put on the cars.
