Car on ground to torque susspension bolts?

I've done a frame-off restoration on a 70 GS BB. With the car on jack stands (resting on the frame rails) the suspension is "relaxed" and in the full extension position. Is this the time to torque the control arm bolts, or should the suspension be "loaded" and then torque the bolts?

    Thanks,

    Philip

you should tighten then on the ground after it is at full weight. the bushings will twist as it settles and possibly tearing themout.

    Thank you

Thanks everyone....I also just came across the notes in the Buick assembly manual that confirms your advice to load the suspension and then torque the bolts.

    Thank you

Its not too bad Philip. After the car is fully assembled, put the car on ramps, bounce it a couple times, put some jack stands under the frame for safety and torque the nuts. I also tightened up the upper arms with it loaded although the manual won't tell you that. Had to use a crows foot on one of the nuts!
