As of Jan 2005 the exempt status of 76 and older car goes away in the PRC. Here is the language of the law from the BAR web site http://www.smogcheck.ca.gov/stdpage.asp?Body=/geninfo/laws_and_regulations/pending_legislation.htm

But what does this really mean??? Do I and every member of SoCal GS and every other classic club need to get collector plates/insurance???

    From the BAR web site:
Air Pollution; Smog Check. Would, commencing April 1, 2005, exempt from smog check requirements, and smog check compliance requirements, any motor vehicle manufactured prior to the 1976 model-year. Would also provide that defined "collector" motor vehicles for which proof of insurance is submitted on that basis in accordance with regulations adopted by BAR, and that are at least 35 model-years old, shall be subject to otherwise applicable exhaust emission standards, but shall not be required to pass a visual and functional inspection of emission equipment, other than a functional inspection of the fuel cap and a visual inspection for liquid fuel leaks. Would, commencing January 1, 2005, expand the model-year smog check exemption to include motor vehicles 6 or less model-years old, unless ARB determines that including the 5th and 6th model-year vehicles in the exemption would prohibit the state from meeting the requirements of the federal Clean Air Act. Would, commencing April 1, 2005, apply the model-year exemption that is applicable to vehicles registered in this state to the initial registration of vehicles previously registered outside this state. (Would repeal the 30-year rolling exemption.)

Here is an update from George at the O'side BAR office.

The anything 76 and newer get smogged checked, no more rolling exemption.

75 and older vehicles who want "collector" status (plates) will be put back into the smog check system. This is voluntary. Those who do not, won't.

So guess no "collector" for me...

Stupid law... I still dont get why they wasted our tax dollars on this but I hope the tree huggers feel better. I almost had a heart attack...

So run that by me again. If you get collector plates you have to get a smog test? that seems backwards to me.

AHEM.....the correct GOV-SPEAK wording is Counter-intuitive and if that is how you feel, then their intended purpose was probably accomplished

Wouldn't the world be so much better if they said "OK - you Kats with the cool older cars blow away.....you dudes with the newer ones, blow in the pipe"

Being from California I suppose I should know this but what is a "collector" vehicle? It seems to me that this would apply more to insurance.

    California law

Another one I heard at lunch today was that as of the first, if you have your wipers on, your headlights MUST also be on. Here where we have a lot of non english speaking drivers that don't even use their lights in the dark.

The new law requires you to put your lights on when it rains, not wind shield wipers. Hey, that's cool, lights on but not the wipers, you can see what your about to hit.

Here in NY it's been that way for a long time.......if ypour wipers are on, your headlights must be on also.

Geeze, when I think of all the older cars whose owners accidentally left the lights on when that law was first started.......I think Gov. George Patacki had a few buddies in the battery and headlight manufacturing biz......

Now he's started the sniffer laws on annual inspections on all cars '96 and newer........and there is only one manufacturer who supplies the garages with the necessary $6,000 NYS approved equipment...............................go figure? :Do No:

Patacki for president in '08 :beer
