Adjusting rear brakes

    I think I found the problem - the equalizer bar on one end is not seated in the slot of the shoe correctly?
    It appears that the end of the bar which has the spring on it, is centered between the two slots on that end. The other end, I found was sitting between the two slots. I don't think this is right, and this would keep the shoes open so the drum would drag. My question is, which slot does this end go in, upper slot or lower? Of course the pics I took before that work does not show that area! I've included the new pics here. Thanks.

    Correctly adjusted brakes will drag a LITTLE. By that I mean with the tire off the ground it can still be easily turned by hand but will not spin and spin and spin on its own.

    Still struggling with the rear drums dragging. Can't push the e-brake down at all, adjusting nut backed out all the way. All cables are free. I wonder if the new wheel cylinder cups need to be knocked loose? I may take the drums to a local shop to have them measured. What else could it be?
