'95 LeSabre A/C fan works on high, low, but not settings in between. In other words, it works as low the first three settings and high in the fourth. Seemed to come and go, but now is the norm. Doesn't matter if it's A/C or vent, norm, bi-level or max.
I don't know how it works on a newer car, but on my 76 electra, there is a low blower relay and an automatic blower relay. My auto relay wasn't plugged in, and my blower wasn't working on those auto settings. I hope that helps, and since your car is newer, you may have a relay for a normal setting.
