They were not available on a 78 Electra, there might of been an aftermarket company that made them but more than likely you’re going to need to fabricate something
Thanks I was trying to do more research on them but always fell short but I know why now. I'll probably get something fabricated or see if another generation will fit
The problem I see is most skirts had the contour lip built into them and where they matched to the body was flush, the Electra has the contour lip built in the quarter panel, to make it look right and flowing like a skirt should appear would require cutting that lip off the Electra and fitting the the mounting lip and skirt of something like the Olds that was posted. There is not going to be a cheap way or easy way to accomplish something that looks right
