how can i bypass the seat belt alarm from keeping the engine from starting, just unplug it or does a jump wire have to be installed

how can i raise the electric antenna when it is all the way down and stopped working

Welcome to v8buick, and your first post !! :beer :TU:
On the antenna, make sure it's getting +12 VDC power through the switch and that the antenna motor is grounded properly. If the motor is working, and you can hear the spring clutch working, the motor is OK. If the upper antenna mast with the cable is siezed or broken, it will require removal of the antenna assembly for an o'haul, and replacement parts.
"Bench" test the antenna assembly with a 12V battery to determine the exact problem, and repair as needed. :TU:

Check the "The Bench" section of the board, a few days ago I posted a 1974 Riviera test, done by Popular Mechanics magazine.

wherever you see a red circle, follow those wire to the nearby place where they end. permenantly remove that relays (the red X) from their plugs and make a 10 gauge jumper and jump those two wires to each other.
you can do it to the one under the hood or the one under the dash OR both to make it double good.

if the light on the dash still tries to bug you, i think you can unplug the connector shown in the orange circle.

cars made for export to Canada had a jumper block installed on the under the hood block instead of a bypass relay.:Smarty:
