'72 Electra; turn signal slowed down until short to ground; usual culprits?

    Both turn signals were slowing down progressively over the past year, to the point where the left one stopped working and the right one would remain on constantly when the turn signal lever was activated.

    Now they've both stopped working completely (headlights, brakelights and hazard flashers still work just fine) and everytime I replace the 25A fuse it immediately blows -- I believe I have a short to ground somewhere -- are there any 'problem areas' I should start with, before I pull down the wiring diagram and start tracing the entire circuit, looking for a hot wire in contact with a ground? Everything else in the vehicle is working great. Thank you!
