Would this wheel, have the stickyness & on the black rubber ? Horn contact, would this be the cup & that the horn button snaps into .... Or is this just the pin & spring, or all ? How is the metal band & that goes around the outside of the wheel, is it tight ? Does the wheel lay flat & when placed on a table, or countertop ? Thanks, Jeff
