I'm changing the drum/drum brake setup on my '70 to a 71+ up disc/drum setup I got from the yard. I recall that the 70 prop valve on the frame was very close to the M/T headers. I plan on using T/A headers. Does the 71+ comb valve mount in the same location on the frame as the 70? If so, should I relocate the comb valve away from the headers? Or re-use the 70 lines and holdoff/prop valves?

It does mount on the frame most likely in the same location. I had TA headers with teh same set-up. I had to dent the headers to clear. Pretty typical. They may also hit the steering shaft and the Trans coolant lines.

I would recomend moving the PV to a different location when using headers. The heat generated off of the headers could overheat the brake fluid, causing soft or loss of braking?
