there's a place in Fort Worth,TX (or that vicinity) called Ssnake Oyl Products--they have been restoring seatbelts for YEARS. I haven't had the occasion to use them but they are probably worth checking out. http://www.ssnake-oyl.com/ Edit: Ok they are in Tyler TX--a little bit to the east of DFW.
Steve, If you are not concerned with correct date codes......just get a set from a salvage yard and restore them.....not difficult. I clean the buckles with 0000 steel wool, repaint the buckle covers, wash the belts with hot water and good soap. If the belts are faded....just get some SEM dye and you will be set.
