Emissions is not required on pre 1976 vehicles in California so, it wouldn’t have emissions stickers.
Rust cars do exist in Cali. I have bought 2 rusty cars from there. One a 1971 Vista Cruiser.......roof rotted, pillars rotted and floors gone. That came from Northern CA. Parted that out. The other was a 65 Olds F85 titled as a 1964.......hmmmmm. That came from. Southern CA. Chula Vista.......but blue plate car so wasn't from there originally. Lost my @$$ on that one. So CA can keep their cars. I can buy rust here.
