"67 RIV" Should my marker lamps be on?

Hello,
I am working on 67 Riviera and the front marker lamps only come on when you pull the headlamp switch out one notch or when you use the turn signals. It would seem normal to me if they would as well stay on when you turn on the headlamps, but they go out when the headlamps are turned on!!!!!! Is this normal?????????? Please any help?! Glenn

 

for 1967 this is correct, my 67 GS400 did the same thing
