What is the purpose of this clamp/spring?

Bill, Check that lower bearing to make sure it's not worn out. My '67 had a completely worn-out lower bearing so I installed this upgraded bearing that is a direct replacement. I was pleased with it except that I had to pull the column out of the car to do the work.
