64 wildcat rear wheels don't turn freely

    Had it up on the rack yesterday and noticed it. Has anyone experienced this? Or is this normal?

    The first thing that comes to mind, is maybe the parking brake cable is siezed in the partially applied position.:Do No: Or the brakes need adjusting, which could indicate that the self adjusters are not set up correctly. Or somebody has installed the wrong shoes.

    Well I got the correct shoes for sure.
    The E brake functions normaly so I will rule that out.
    The brakes could be too tight, however the car rolls freely in neutral. I am going to investigate further.
