The first thing that comes to mind, is maybe the parking brake cable is siezed in the partially applied position.o No: Or the brakes need adjusting, which could indicate that the self adjusters are not set up correctly. Or somebody has installed the wrong shoes.
Well I got the correct shoes for sure. The E brake functions normaly so I will rule that out. The brakes could be too tight, however the car rolls freely in neutral. I am going to investigate further. Thanks for the info.
