Pretty interesting Sean. Since I've started playing with efi I've gained a new appreciation for carbs and efi both, and both could use improvements. Bench testing of injectors shows me that they do not do a great job of atomizing the fuel, claims to the contrary notwithstanding. Anything that will further atomize the fuel in either system is going to improve economy, but it's a tough order to do that and retain maximum power. For instance, with a rail pressure of 45 lbs you could heat the fuel in the injector rail quite a bit, which would aid atomization more than just about anything else you can conveniently do. But as it evaporates upon leaving the injectors it will displace air and therefore oxygen, cutting max power. Injecting hot fuel at cruise and cold fuel at WOT is complicated. Doing the same thing with a carb would be even more difficult.

Perhaps one of the most promising concepts might be a variation of the old "secret 50 mpg carb" which was a vapor carb that heated the fuel using exhaust heat. Injecting super-heated high pressure fuel at the throttle body during idle and cruise, evaporation would be near instantaneous and puddling would not be much of an issue. Standard injectors downstream could handle the power. Or reverse the scheme and use a carb for power and a hot TBI for cruise. It could be located in any number of places including the air cleaner inlet, much the same as if you were piping propane to the engine. The idea of using Brown's gas is intriguing, but the systems aren't all that refined.

Personally, I don't know how much this would buy you. There is evidence to suggest that almost all available fuel is actually burned with modern systems. But like Jacob, I too have experienced an unexplained 25 mpg episode (1970 350 Cutlass, 2 full tanks headed across the midwest towards the Rockies) and suspect we could be doing better. Heck, my dad's Town Car regularly gets around 27 or so and I get around 19 highway with my Lincoln Blackwood truck which is a large heavy beast. The real problem I think is that we turn so much of that power into heat. Until we find a way to cut into that heat production our gains are going to be pretty limited.
