I wonder if the decals were dealer installed, since I thought the '74 GSX was only available with a red or white exterior?

While not proof I have had my hands on 3 and all were red with white buckets one had a chev engine and 2 had 350 2bbl SBB
The vast majority of the 1974 Apollos with the GSX trim option I have seen have been red or white ... and I know that there are several resources with apparent authority stating that they were only available in these two colors, the same multiple authorities (which I have seen) seem to vary on production options and whether there was a 6 cylinder engine (there was .. I have seen low mileage originals), etc. This may come from the "never say never" category, but I have seen more than one light yellow (like bamboo creme or cameo cream and also a reddish metallic brown color ... each of these were in a condition that did appear to be original). I have a friend who claimed to have seen a medium metallic green Apollo up close with the GSX front header panel decal & side decals. Special order? SCO? Don't know. I think it is safe to say that this particular car and option is less understood than the A-bodied Skylarks and GSs.
Second digit identifies the series: B for the Apollo, that's it. Apparently there were only 1562 built. I knew I had those brochure scans somewhere:
I've got that brochure too. Unfortunately, the brochures are not always entirely correct. The white one I had came with a tan interior.
A board member tried to buy this car the last time it ran and the owner wouldn't respond to a question so he cancled his bid, something Funny???
