1971 Skylark Turn Signal Question

    Does anyone know if the side markers lights (yellow lights in the fenders ) are supposed to flash also along with the lights in the bumper when you put on the turn signals on a 1971 Skylark ? I had 3 other Skylarks and only the bumper lights would flash when the turn signals were put on. But, they were all 1970 not 1971. I would think they should be the same ? I checked the wiring diagrams, and the front side markers are picking up power from the bumper lights like the diagram shows. The weird part to me is, the bulbs in the bumper lights are 1157 which are a double filament bulb designed to flash on one side ( for the turn signal ) and stay lit on the other side ( parking lights) . The bulbs in the side markers (fender lights) are a 194 which is a single filament bulb designed to just stay lit. Why is this bulb flashing ? Was there a design change for 1971 ? Any info on this will be appreciated.
