I am looking for a complete set of rear seat belts for a 1970 GS. My car is a 1969 build. I need black standard seat belts. Thanks

Not an expert on seat belt date coding, but guessing that "38" is 38th day of year (Feb 7 1969) the A is Fisher Body designation, and of course "69" the last two of year.
IIRC, seatbelts are dated by week, 38th week of '69. Not quite as clear, but, I also recall "A" is the manufacturing plant code. Troy

Just for more info there were at least three manufacturers of seat Belts for GM. General Safety, Hamill and Bay Trim. Maybe more. Most Flint cars I have seen are General Safety. Since that is what you have I would stick with those. It’s engraved in the chrome buckle too. You can sent them out to places like Snake Oyl Products. Yes that’s how it’s spelled. They will re web and chrome all parts as well as put any date you want in those tags. It’s not cheap though. Back seat tags are hidden anyway so it doesn’t matter. I know 70-71 seat belts are identical. 72’s are drastically different.
That date code you show is second week of August 69 so they are for a 70. You probably don’t want anything much earlier or it would be a 69 belt.
