1955 front fenders won't

Trying to get the front clip off my 55 and the fenders won't move from the rear of the front fenders to the cowl. I have 3 bolts from inside each side and one under, but not budging. It might be the rubber washers on the bolts holding it. Just wonder if there is some hidden bolt.

 

Hidden bolts under the dash, at least they are like that on my 54

 

I think '55 is the same
