Turns out by the part number on the box it is a stage 1 governor I’m not sure if I want to let it go though.
JW has an excellent post on here somewhere with the correct weights and springs to achieve a 5300 rpm 1-2 shift and a 5000 rpm 2-3 shift..
I remember buying this governor because I was going to modify to shift at 5800 when I was running the KB C107 back in the late 80’s never did, still new in the box.
As an FYI the '69-'70 Stage 1 governor is part number 8623898. The '70 GS455 pt. number is 8627007. For '71 - '72 The Gs455 & Stage1 used the same 8626844.
I wrote down what the Nov. '71 BUICK parts book shows. I don't make this stuff up. I'll try to post a picture of the page in the near future. As I recall, that number you have isn't in the (my) book.
This is weird, I just checked again and that part number does not appear in my book. Curiously, what is print date in your book? I'll post my page soon.

I cross referenced to Oldsmobile and they show 455 w30 and high performance 70-72 8626844. It appears it was replaced by 8627443 for late 72-73 stage 1
Does anyone know if and where the part number is visible on the governor? I don’t t see one on the outside of the part, only on the box.
Or take a stock governor and grind the weights yourself easy to do. I've done it this way for 50years,before the fancy kits came out. Go for "C" on the chart. Be around 5000 rpm.
It’s a lot easier to accurately grind the counterweights when the governor is disassembled. Hence the kit replaces the fixed peened in shafts with a removable c clip attached shaft which eases fine adjusting springs which also install easier while reassembling the governor.
