The top # is the Part # 154 9 Is the day of the year and the last digit of the year produced (Not model year), which comes out as June 3rd, 1969 (This would make it perfect for a late 69/very early 70 car) 2A I don't know, I have seen 2A, 1B, 4A, etc. Basically the tag denotes the part#, and date of manufacture. The other # might be the line#, shift #, plant location, etc. The factory used this info for quality control purposes.
