What is the line going from the 'barrel' of

    my Carter carb down to the exhaust manifold?

    There is rubber hose coming out of the carb, that connects to a hard line that then connects into the underside of the right exhaust manifold. Mine is broken off at the manifold.

    What does it do? What should I do about it?

    That is the filtered air supply that goes through a tube in the exhaust manifold. The heated air is then drawn up through the tube that connects to the black choke cover (thermostat) on the carb. This hot air warms the bimetal spring inside to open the choke. If simple repairs don't fix it, I would suggest installing an electric choke thermostat (Edelbrock has them). It worked great for me!!!
