Please settle a friendly argument about the adjustment of the Turbo 400 vacuum modulator. I say the part throttle shift points are raised when the adjustment screw is turned clockwise. My friend says counter clockwise raises the shift points. Who is right?

    You.

(But if you have wild cam or anything that really skews vacuum, it can make the modulator act wonky on adjustments)

It should adjust OK as my vacuum is pretty steady at about 16 in.

2-5 MPH adjustment is about it. Shift feel is affected as well. Turning the screw in gives later firmer shifts, turning it out gives earlier softer shifts. The governor also affects part throttle shift points.
