Paint Stripper.

    California sucks with its VOC laws. Anyone want to buy me some real aircraft paint stripper to strip my roof? I have rust spots to find and don't want to grind. Forgot to say I would buy and pay for ground shipping!!!!

    Sand it off with a DA

    Or you can use a heat gun or propane torch and a scraper to get 90% off and finish with a DA and 80 grit. That's the fastest way. Then wash the panel with phosphoric acid to prep the panel for primer. Home depot sell it as "Phosphoric prep and etch" $16/gal (Eastwood sells the same stuff for $38/gal).

    I would not use paint stripper because it can get into seams/flanges and un-bond what ever coating is in there. It may also be impossible to rinse the stripper out of those areas so every time the car gets wet the stripper can become reactivated and run out unto your new 6,000 paint job. Those spots may not get covered when you paint, and six months later, you'll have rust popping out of those spots. If you use stripper stay an inch away from the edges which is hard to do when you rinse. Home depot sells a citrus based paint stripper that may even be acceptable in Calif.
