Switches do not work on either door. Seems all fuses are working correctly since the only problem is the windows. Pulled the circuit breaker and the guy at the parts store tested it said it was working.
Read in another thread about checking the relay under the side panel in front of the door (assuming it is on the 76 too). I cannot find a part number for this. Can it be tested? Will parts stores carry them? Was going to try and find it in the morning.
If it was a broken wire through the door loom then would it cause all three to not work? Or should the other side still function?

I'll be the first to admit that a 67 Wildcat isn't a 76 Regal, but the power wire to the primary switch in my drivers' door loom broke internally, and from that, nothing worked. A good friend diagnosed it, cut the rubber tube and tested the wire. Once that got spliced, everything worked, and continues to. Might not be your fix, but running a jumper wire to the switch isn't that hard to prove it out one way or another.

Test light works on both sides of the circuit breaker. Test light only works on the pink side of the relay plug with the key on.
Does the breaker need a load to test or test light enough? diag.PNG

I think it's the relay. I can jump from a fuse to switch and both windows work.
I put a jumper on the fuse box for the circuit breaker to the breaker and another jumper from the other side of the breaker to the relay. When I touch it to the orange/blk post then nothing happens but when I touch it to the out, red/white post then windows work. The pink wire that triggers the relay is hot.
So the relay is not opening up...it seems. (no click sound)
Found one online but it is listed as 20amp. Since the breaker is 40amp should I be trying to locate a 40amp relay or is the 20amp acceptable?

Max Damage I'm working on it!

You need a 40 AMP. You could use a larger one, but not a smaller one...

I am assuming that the 40AMP is original.
