Can someone decode this`66 GS Protecto plate?

And all the numbers are macthing tranny,engine rear end.

I've never seen a P-O-P like that before for a '67 ? Looks almost like a plastic credit card.
Might be a system that was only used by that GM dealer?
All the P-O-Ps I've seen were metal tags glued to the back covers of the P-O-P booklet. o No:
