Can anyone decode what these numbers mean on the heads?

That's the block deck, not the heads. There should be a two letter code. Clean the rest of the paint off. There should be a WB there

Found the engine serial number on the front of the block, couldn't find the 2 letters on the block deck. What 350 engine is this?

4 is Buick, 6 is the last digit of the year of manufacture, H is Flint production plant, and the last 6 digits should match the VIN.
